This page is addressed to businesses considering a partnership. It is not an offer to players, and nothing on it is an invitation to gamble.
People ask us regularly how to open a betting location. The honest answer is not the one the internet gives, so it is worth setting out plainly.
You do not get a licence — your location joins ours
Betting in Serbia is licensed by the Ministry of Finance through the Uprava za igre na sreću, and the approval is held by a company, not by a shop. Running betting locations independently means holding your own approval, with the founding capital, the per-location deposits and the ongoing obligations that come with it. For a single premises that is not a realistic route, and it is not what a partnership is.
In a partnership your premises becomes a location operating under the approval already held by ALPHAPEX DOO Beograd. No new licensed entity is created. That distinction matters more than it may sound: the licensee remains answerable to the regulator for what happens at every location in the network, which is why the arrangement is not simply a matter of paying a fee and hanging a sign.
What a prospective partner brings
Three things, and none of them is a formality.
- Premises. A location that suits the business and satisfies the statutory siting rules. Whether a given address qualifies is checked case by case; it is not something either side can promise in advance.
- Capital of your own. Fitting out and running a location is your investment, and the arrangement assumes you are financing it rather than borrowing against future takings.
- A company, and the willingness to be examined. Partners are vetted, and the regulator has its own say in who operates under an approval. Changes of ownership within a licensed structure require the regulator's prior written consent — so this is a process with a timetable, not a transaction.
Why there are no numbers on this page
Because any number here would be misleading. What circulates online — deposit figures, monthly fees, capital thresholds — comes largely from other markets or from years when the law read differently, and the amounts contradict both each other and the current statute. The real requirements depend on the location, on the regulator's current terms, and on what is agreed between us.
We would rather tell you the applicable figures in a conversation, where they can be correct, than publish a number that will be wrong for your case. For the same reason you will find nothing here about what a location earns: that depends on the site, the footfall and the operator of the shop, and anyone offering you a forecast for it is guessing.
What the network looks like today
OktagonBet operates more than fifty payment points across Serbia — a large share in Belgrade, the rest reaching Novi Sad, Sremska Mitrovica, Šabac, Novi Pazar, Kragujevac, Subotica and further. Three are slot clubs rather than betting shops; the difference is described under betting shops and slot clubs. A prospective location is assessed against that map as well as on its own merits.
Starting a conversation
If you have premises in mind and the means to fit them out, write to us. What follows is an assessment rather than an answer by return: the premises are reviewed, the terms are discussed, and the regulatory step proceeds on its own schedule.
Four things make a first message useful:
- the town and the address, or the area you are looking at;
- the size of the space and whether you already hold it;
- a sentence about your company and any business you run today;
- when you would want to open.
That is enough for us to tell you quickly whether it is worth going further — which is the answer most people actually want first.
The obligations that come with it
A partner is not only running a business, they are operating a licensed activity on someone else's approval. That means age verification at the counter without exception, adherence to the licensee's procedures, and cooperation with inspections. Every location in the network is 18+; participation in games of chance is not permitted to anyone under 18 under the Law on Games of Chance. Games of chance are entertainment and should be treated as such — anyone who feels their play is no longer a free choice should seek help, and a partner is expected to take that as seriously as we do.
